A Welcome from your Instructor, Mr. Larry Ruzow
Welcome to Navajo School Law.
In this course, I will seek to give you an overview of Navajo Law
as it applies to schools in the Navajo Nation. The course will
consider Navajo statutory law (from the Navajo Nation Council and its
Committees) and Navajo case law (from the Courts of the Navajo
Nation) and Diné bi beenahaz' áanii (Fundamental Law of
the Diné). Federal law and regulations that apply to Bureau of
Indian Education ("BIE" formerly OIEP) funded schools will
be considered as well.
No attempt will be made to teach general state education law or
general Federal education law both because my knowledge of such
matters is quite limited and because as state-certified/licensed
educators I assume you have already learned this.
The class will be a mix of discussions, lectures, guest
presentations and student presentations. While there is no textbook,
a collection of materials will be made available to students as will
materials used in prior years, School Law on the Navajo
Reservation (2004 with 2005 Supplement.) compiled by Dr. Robert
Roessel. You should already have this book in your personal library
provided by NSAPP. Please contact Karen
Thompson if you do not.
Assignments will be based on actual situations which you as a
Navajo School Administrator may well face or, perhaps, have already
dealt with.
